MANILA, Philippines—The Expanded Senior Citizens Act of 2010 gives the elderly benefits and privileges not included in the Senior Citizens Act of 1992 (Republic Act No. 7432).

Some five million senior citizens, defined as resident citizens of the Philippines aged 60 and above, will get the following:

A 20-percent discount and exemption from the value-added tax on the sale of goods and services (medicines, medical and dental fees, transport fares, services in hotels and restaurants, admission fees in theaters and other places of leisure)

In case of discount promos, the senior citizens shall avail themselves of either the promotional discount or the 20-percent discount, whichever is higher.

Mandatory PhilHealth coverage

Free medical and dental service, diagnostic and laboratory fees in all government facilities

A monthly stipend of P500

For indigents, a P1,500-monthly stipend and free vaccination against the influenza virus and pneumococcal disease

A five-percent discount on water bills (if consumption is less than 30 cubic meters a month) and electric bills (if consumption is less than 100 kilowatt-hours)

Educational assistance for those who shall meet school admission requirements

To avail themselves of benefits, senior citizens should present their passport or other documents establishing their citizenship and age.

In case of death, the nearest surviving relative of the deceased senior citizen shall get P2,000.

The law also orders the Department of Health, local government units and other concerned organizations to institute a national health program for the elderly.

It also establishes an Office for Senior Citizens Affairs in all cities and municipalities, and a senior citizens ward in every government hospital.

First-time violators of the law face imprisonment of six months to two years and a fine ranging from P50,000 to P100,000.

For subsequent violations, the fine can go up to P200,000, and the prison term can reach six years.

Anyone who abuses the privileges granted in the law shall pay a fine of P5,000 to P50,000, and shall be jailed for at least six months. Cyril L. Bonabente, Inquirer Research

I AM A FILIPINO CITIZEN MARRIED TO A 62 YEARS OLD AMERICAN. THE LONGEST STAY THAT WE HAD HERE IN THE PHILIPPINES IS 22 MONTHS AND THE SHORTEST STAY IS 3 MONTHS. EVERY YEAR WE SPEND SOME MONTHS HERE BEING MY CHILDREN ARE LIVING HERE. DURING OUR 22 MONTHS STAY HERE, MY HUSBAND HAD MEDICAL PROBLEMS AND THANK ENOUGH HE WAS GRANTED SENIOR CITIZEN DISCOUNT, THEN AT 10% BY THE MEDICAL CITY AND ST. LUKES; RESPECTIVELY. NOW, WE JUST RECENTLY CAME BACK FROM US, WE ARE SO THANKFUL THAT THE 2010 EXPANDED SENIOR CITIZENS BENEFITS ACT IS AL READY IN EFFECT. MY HUSBAND WENT TO SOME MEDICAL CLINICS FOR MEDICAL CHECK UP AND DIAGNOSTICS TEST, AND HE WAS GRANTED 20% SENIOR CITIZEN DISCOUNTS WITHOUT QUESTION, IN FACT, THE CLINICS EVEN VOLUNTERRED AND INQUIRED IF HE IS A SENIOR CITIZEN, AND IF HE HAS SENIOR CITIZEN ID.

HOWEVER, WHEN HE WENT TO A DENTAL CLINIC FOR HIS TEETH IMPLANT, THE DENTAL CLINIC AT FIRST AGREED THE 20% SENIOR CITIZEN DISCOUNT AND i WAS ASKED IF HE HAS A SENIOR CITIZEN ID. i PRESENTED HIS ID WHICH HAS BEEN ISSUED TO HIM BY THE CITY GOVERNMENT OF QUEZON CITY SOMETIME IN 2008; BEING LIVING IN THAT CITY. iT WAS TO OUR DISMAY, THAT WHEN WE WENT BACK TO THE DENTAL CLINIC LAST APRIL 17, 2010 TO PUT ON HIS TEETH IMPLANT, HE WAS ALREADY SEATED IN THE DENTAL CHAIR, WHEN THE PROCEDURE WAS HELD BACK NOT UNTIL I AGREED TO PAY THE UNDISCOUNTED PRICE FOR THE PROCEDURE. I WAS TOLD BY THE DENTIST THAT THEY CANNOT GRANT THE 20% SENIOR CITIZEN DISCOUNT FOR THE FOLLOWING REASONS:

1. MY HUSBAND SHOULD BE A FLIPINO CITIZEN AS DEFINED BY LAW
2. THAT THEY CANNOT GIVE 20% DISCOUNT AS IT IS SO BIG A DISCOUNT FOR THEM TO GIVE, BEING A SMALL CLINIC (SMALL BUT HAS 2 CLINICS LOCATED IN SAME CITY WITH ONLY A DISTANCE OF 100M IN BETWEEN.)
3. THE LAW HAS NOT TAKE EFFECT YET, AS IT STILL HAVE TO TAKE EFFECT IN jUNE (WHICH IS CONTRARY TO WHAT i HAVE BEEN READING IN THE PAPERS.

iS THIS LAW EXCLUSIVELY INTENTED/APPLICABLE FOR FILIPINO CITIZENS AGED 60 AND UP? OR ANY PERSON WHI IS VALIDLY STAYING IN THE PHILIPPINES AND VALIDLY A SENIOR CITIZEN WITH THE SENIOR CITIZEN CARD ISSUED BY THE LOCAL GOVERNMENT WHERE SHE OR HE SO RESIDES/LIVES? IN THE FIRST PLACE, IT WAS IN FACT, ONE OF THE COUNCILORS OF QUEZON CITY WHO TOLD US THAT HE SHOULD GET A SENIOR CITIZEN ID FROM THE QUEZON CITY GOVERNMENT, BESIDES, HE IS ALSO A PERSON WITH DISABILITY, A WHEELCHAIR BOUND DISABLED PERSON.

WILL SOMEBODY KINDLY CLARIFY ME ON THIS?…BECUASE, WHAT I KNOW IS THAT, THE LAW FOR ALL INTENT AND PURPOSES, IN CASE OF DOUBT SHOULD BE DECIDED IN FAVOR OF THE TARGET BENEFICIARIES OR IN FAVOR OF THE PAITENT AS IN THE CAS EOF MY HUSBAND.

THE GOVERNMENT HAS BEEN SAYING AND PROMOTING THE PHILIPPINES, OUR COUNTRY AS HAVEN FOR RETIREES, LOCAL AND FOREIGNERS, YET, GIVEN WITH THE SITUATION/EXPERIENCE MY HUSBAND HAD WITH THIS DENTAL CLINIC..DESCRIMINATING THE FOREIGN NATIONAL FROM SUCH BASIC BENEFITS FOR WHICH THIS LAW IS ENACTED….IS NOT GOOD WELCOMING INCENTIVES FOR FOREIGN RETIREES; IF THE PHILIPPINES IS PURPORTED TO BE A HAVEN FOR RETIREES.

My mother is in the hospital right now and the doctor ordered 1 bag of blood to be transfuse for the findings that she has anemia.We ask then for a senior citizen discount and they said that they cannot give discount for a 1 bag of blood.Hindi daw sakop sa senior citizen discount.

As mentioned above, a monthly stipend of php500.00 is one of the benefits under the Expanded Senior Citizen Act. Is this given outright or do i have to pass certain criteria. I am already 62 yrs old and never received any stipend. Who is gonna pay me that stipend, local or national government. Is this subject to availability of fund? Please enlighten me on this gift. Thanks

Do you guys know why some business establishments are hesitant to give out senior citizen discounts?
Here’s the simple answer for those poor in math!

simple example for medicines:
Gross Profit(tubo) 6%, senior discount 20%
100 pesos worth of medicine = 6 pesos tubo
apply senior discount:
100 pesos worth of medicine = 20 pesos deduction
20% discount means = -14 pesos sales

Gusto sabihin nyan lugi na ang botika nag abuno pa para lang sa discount na yan. bat ka pa nag negosyo kung panay abuno ka lang diba?

E tatanong ka i-reimburse naman ng gobyerno yan e, diba!?
sadly it looks good on paper, on tv, as political Ad but that’s not the reality.
Why you ask?
di nga maka suweldo ng matino ang gobyerno sa mga empleyado nya e.
di nga maka pakain sa taong lansangan e.
di nga maka paayos ng iskwelahan e.
in short, walang pera ang gobyerno pambayad sa 20% na yan discount dinadaan nalang nila sa takot ang mga business establishment, who is doing
the injustice now?
senior citizen rereklamo pa ba kau, na alam mo naman na ang anak mo ay may negosyo din na pinapatakbo. bili ka nga sa tindahan ng anak mo tapos gamit ka ng senior! sige nga hamun ko sinyo yan!

unlike jollibee, kfc, restaurants who has 100%+ gross profit from the cost of your value meal or 50%+ of the selling price compare that to 6% only. They can absorb the 20% discount easily
